The short answer
Which codes you need depends on the remote in your hand, not just on the television. This page lists every verified code we hold for Panasonic TVs, grouped by the remote that uses them — One For All's published Contour TV list and Jasco's four GE code-list versions. Find your remote below and work down its codes in order.
Panasonic's entry is short and overlaps several other brands, which makes it one of the quicker lists to work through.
If your remote is neither a One For All Contour TV nor a GE remote, the codes on this page will not program it — every manufacturer indexes its own table. Use the search method instead, which needs no list: it walks the remote's own codes until the television responds.

Codes are only meaningful to the remote whose table they come from. A GE code will not program a One For All remote and vice versa, and GE's own four versions — CL3 to CL6, printed inside the battery compartment — are not interchangeable with each other either. Always use the block that names your remote.

Point the remote at the device and make sure the device is switched on.

Press and release the device key (TV, AUD, DVD or SAT).

Enter the 4-digit code from the list. The indicator blinks once per digit.

Press POWER. If the device turns off, press SET once to lock the code in.

Viera Link changes what the power key does
Viera Link is Panasonic's HDMI-CEC layer and is enabled by default on most Viera sets. With it on, a power command can shut down every CEC device on the chain, and an input command can be intercepted by a connected recorder.
Switch it off in Menu → Setup → Viera Link while pairing, then turn it back on. The stored code is unaffected.
Testing a Panasonic code
Because three of the five codes are shared with other brands, power alone is a weak test — a shared command set will very often carry it. Check the input and menu keys before deciding a code is correct.
If power works but nothing else does on any of the five, the remote is likely not a Contour TV and these codes do not apply to it.
When it doesn't work
The power key switches off everything in the rack
Viera Link is passing the command along the HDMI chain. Disable it while pairing, confirm the code on the television alone, then re-enable it.
The code works but volume does nothing
Check the television's audio output. A Viera routing sound to a home cinema system over ARC ignores its own volume commands, which is easily mistaken for an incomplete code.

What is the universal remote code for a Panasonic TV?
On a One For All Contour TV the published Panasonic codes are 1636, 0650, 4501, 2402 and 3719, in that order.
What is Viera Link and should I turn it off?
Viera Link is Panasonic's HDMI-CEC implementation. Turn it off temporarily while pairing, because it can pass power and input commands to other devices and make a working code look broken.
Why does the Panasonic code also appear under Toshiba?
Code 0650 is listed for both brands in the same official document. A code addresses a set of infrared commands rather than a manufacturer, so overlaps between brands are normal.
Do I have to re-enter the code after changing the batteries?
On almost every modern remote, no. Codes are held in non-volatile memory and survive a battery change. If power and volume stop working immediately after a battery swap, re-enter the code — a few older models do lose their programming when left without cells for several minutes.
