Universal remote codes for Insignia TVs
The short answer
Insignia has one of the longest entries in Jasco's GE lists — twenty codes in the CL6 list alone. Find the CL version printed inside your remote's battery compartment first, then work down that version's block; codes do not carry between versions.
Insignia is Best Buy's own television brand, built under contract by several different manufacturers over the years. That shows up directly in the code list: the brand needs far more entries than a manufacturer that builds its own panels.
The practical consequence is that you should expect to try several codes rather than one or two, and to test each properly before moving on.

Codes are only meaningful to the remote whose table they come from. A GE code will not program a One For All remote and vice versa, and GE's own four versions — CL3 to CL6, printed inside the battery compartment — are not interchangeable with each other either. Always use the block that names your remote.

Why Insignia needs so many codes
A brand that designs its own panel electronics tends to need a handful of codes; Sony manages with three in the One For All list. Insignia is a retailer brand whose sets have been built by different contract manufacturers, so the infrared command sets vary between model years in a way they do not for a single-manufacturer brand.
Work down the list in order and test each code with the input key rather than power. With an entry this long, the difference between neighbouring codes is real.
Insignia Fire TV models
Many recent Insignia sets ship with Fire TV as the interface. The television still has an ordinary infrared receiver, so these codes apply and give you power, volume, mute, input and the directional keys.
What changes is the on-screen behaviour. Fire TV has no conventional settings menu reached by a menu key, so a menu button that appears to do nothing is the platform rather than a near-miss code.
When it doesn't work
I have worked through several codes and none stick
Confirm the CL version on the battery-compartment sticker matches the block you are using. On a brand with an entry this long, using the wrong version's list is the most likely explanation.
The menu key does nothing on a Fire TV model
Expected. Fire TV is navigated with the home and directional keys rather than a menu button. Judge the code by input and volume instead.
